cannot delete a file in the Documents and Settings folder

I use the Mozilla Firefox browser. I cannot delete a file in the Documents
and Settings folder. [I tried doing the same w/ Internet Explorer to no
avail.] How can I make the file disappear?

OK, how about mine too:

C:\ temporary internet files\content.IE5 Folder: 2VE1MFIP '4 batteries' 0
Kb (file)

<Delete> = "Cannot delete file, cannot read from file or disk"

I can delete everything else to clean out the 'cache' but this one stays..
??
