Cannot create New Users

Actually I can create new user accounts. But no profiles
for those accounts are made and when I try to logon after
creating them I get a Windows cannot load profile--access
denied error window. Then it goes back to the Welcome
screen. All the existing accounts can sign on no problem,
but i cannot create new ones to logon. They show up on the
welcome screen alright. But cannot create profiles when
logging on. Please help
 
This does not seem to be the problem. The problem is that
I can create the accounts but cant logon to them. I get an
error the profiles cant be loaded--Access denied
