Cannot create e-mail folders

I have somehow lost the ability to create folders within Outlook
Express, or even to use commands to move e-mails to existing folders.
When I use the "create folder" command, nothing happens; when I use the
"move to folder" command, nothing happens. I can drag an e-mail into a
folder. Can anyone suggest how this problem might be solved? Thank you.

Start->run, type "regsvr32.exe ole32.dll" and press okay. This should reregister the object and get rid of the error message.

No, unfotunately that didn't do anything. Any other suggestions?

I should add that the "go to folder" command doesn't work either.
