Cannot create copy / Can only create shortcut

I want to use the main page of my site to use as a template (retaining the header and a few
other objects). When I make a copy and paste this file to a new directory the
changes I make in the copy are duplicated on the original file. It took me a while but I
noticed the icon next to the copied file has the shortcut arrow on it, soooooo I'm making
a shortcut even though I'm using COPY and paste. I've used all the Ctrl / Alt / key
combi's I know and the shortcut icon remains with the copied file. What simple thing
am I missing?

Make sure you have a web open first (File Menu | Open Web / Site) , not just a page.

Why not just use "save as" instead? It will keep the original file as is.
Name it whatever-template.htm and mark it as do not publish.
