cannot create a DUN connection in Windows XP

Thanks in advance to anyone for the answer to this!

I currently have a HP Pavilion with XP Home installed. The
DUN works great. When I upgrade to Win XP Pro, I lose my
previous DUN entry. When I attempt to recreate my DUN
connection, the "modem" option is greyed out and
unavailable.

At this point, I am given an error number and a dialog box
tells me that a dial-up connectin cannot be established
because a "service" is not turned on.

Which service is stopping the creation of a DUN
connection, and how can I turn it on?
