Cannot Connect to Printer

Windows XP. When I try to add a particular network printer (either manually
or with the wizard) I get the following message:

A policy is in effect on your computer which prevents you from connecting to
this print queue.

I have been able to add other network printers served by the same server,
just not this one. I am able to connect to this printer from other systems.
The system on which I am having trouble is a new one. What do I need change
to allow this printer to be connected? Thanks and God bless.
