cannot bring up startupmenu,

when loging on it sas" loading your personal settings" then the screen stays
on my background picture. no stsrt menu or personal setting appear.....whats
up? I am using newly instaled windows full home edition. how can I get the
start up menu to appear?
 
Try pressing ctrl+alt+del to bring up task manager. From the run command
type explorer.exe & select OK. Does that load your desktop.??

tried this and it does not bring up start menu at all, any other ideas?????
