cannot boot in safe mode

I have been trying to reboot windows XP in 'safe mode'
using the F8 procedure. However, the computer always
boots in normal mode. Is it critical when i depress the
F8 key? Advice please.

Try going to start,run,type:MsConfig
Make sure all the boxes are checked
