Cannot add a Trusted Site

Any body knows how to ENABLE the "Sites" button that leads to where you can
Add a Trusted Site. Mine is disabled. Any help will be greatly appreciated

"Sites" button and "Custom Level" slider are grayed out in Internet Options - Security tab?:
