Adding Trusted Site in IE7

Firstly...is this OK for posting IE7 questions or is there a dedicated site?

The question is that i notice that it is not possible to add sties to the
different security zones in IE7 i.e: trusted sites. local intranet . The
'ADD' button is always greyed out. Is this because of GPO? If so how can you
add a site without having it specified in GPO?
