Cannot Access User Accounts

I am unable to access the User Accounts. I have tried to open it by right clicking and hitting open, but it will not open.

problem is caused by the app mshta.exe missing from the system32

What a bummer to be forced to keep that POS; it processes .HTA files
and if you have no need for those, just adds another malware vector to
the system. Would have been good to kill that at birth.
