Cannot access user accounts and system restore

A friend's laptop has started exhibiting these problems after uninstalling a
piece of software. Problems are

1. Cannot access system restore, no error message simply starts to open a
crashes to desktop
2. Cannot access user accounts, same symptoms as above
3. System has up to date AVG anti virus, been scanned with ad aware (again
up to date), but there is no firewall beyond the basic windows one.
4. It has also been crashing out to a BSOD while using the software that was
removed, hence removing it.
5. Final point. This may or may not be the case but I think the uninstall
was done in Safe Mode.

Sorry for the delay, I have now managed to get hold of the event logs, and
there is nothing remarkable in them. No unusual processes being started and
no alerts or errors. All seems very normal.

Now even more puzzled by this!

Russ,

Look for entries with source "Application Error" mentioned in the Application logs. If no such entries exist at the time of the application crash, then try reinstalling Windows scripting engine. User Accounts/System Restore and other applets use a great deal of scripting routines.
