cannot access to folder

When I install a programme, it gives me the information
of "c:\dicuments and settings\all users\documents is not
accessible". In fact, I log on using an adminstrator
account. I tried to browse this fold , but i can't even
get into that folder. I am using XP home edition. What
happened?

I don't think all administrator accounts are the same.

I have two administrator accounts on my PC. One can see into the other
administrators My Documents it does not work the other way round. Only one
administrator has any tools in Control Panel -> Performance and Maint. ->
admin tools.

Try logging on as THE administrator which is NOT the same as a "user with
administrator rights". Might need safe mode for this.
