Cannot access secure web

Hi guys,

I have problem when I access a secure web, the page
cannot be displayed. I have restored the security setting
defaults (Tool, Internet Options, Advanced, restore
defaults).
The same problem happen when I use Download accelerator
program. It doesn't work. But when I download file using
browser (IE) it works.
Could anyone help me?

I still cannot access a secure web although I have
reinstalled IE. I also have created new profile. And it
still doesn't work. What should I do?
