cannot access pst file

Recently encountered "cannot access mailbox.pst" error message. I cannot
send, receive, delete or open e-mail in Outlook. I have uninstalled and
reinstalled Outlook, but it seems the program is already there when I
reinstall. Same message appears. Any suggestions?
 
Your profile or pst file is probably damaged. You can try the Inbox Repair
Tool. Follow the directions in Outlook Help. Search for Inbox Repair.
 
Guess I should have mentioned that. I tried repairing the file before I
reloaded Outlook. Scanpst did not find any errors. any other thoughts?
