Cananyone offer advice???

I have been doing phone support day in and day out trying to help
people get rid of this" Blaster" virus, and have had sucess most of
the time over the phone, but I am stumped. I am trying to help a
reletive on the other side of the country and cannot get her taskbar
back. We tried goin into safe mode, and still no taskbar. She has a
dell computer and aparently they had her make changes to the RPC
service and her computer now boots extremely slow and never display's
the taskbar. We ran the scanner from Norton, and it did not detect a
virus. We checked the registry and it is not in there or the startup
group either. Yet she has no internet, and no taskbar. This did
however start with the symptomatic reboot of the Blaster virus. I am
thinking her Mcafee AV must have already deleted it, not sure what's
up with that. This is not an easy one, since she has no connectivity.
Any ideas?
