Can you set access to always open files read only

I have been asked to investigate whether it is possible to configure Access
so it only opens files read only.
In other words end users will be able to open there existing files but will
no longer be able to create new Access databases.
I think what the management are after is in effect an access viewer which I
do not believe exists. If anyone knows and options / registry settings etc
that would force Access to open files read only that would be very useful.

If you limit their access to read-only on the folder where the MDB file
exists, they won't be able to make any updates to the file.

Or you can set user level security or just password security to
accomplish it. Frankly I like Mr. Steele's suggestion.
