Can you design your own PowerPoint template?

I don't want to use a powerpoint template that is already designed, I want to
create something custom. Is there a way to design a template in another
program (possibly Illustrator, InDesign, Photoshop or Quark) and make it a
powerpoint template?

You can design your background in anything that your want, then insert it
into the PowerPoint Master, saving as a PowerPoint template (.pot) You
cannot however change the layout of the place holders. Your stuck with what
Microsoft thinks you need.
