Can you create a drop down menu in Header or Footer?

I want to put a confidentiality level (three levels to choose from) that
repeats on each page and I thought a drop down menu in the header would be
great for a user to select a from. But I cannot get one onto the header or
footer. Any cunning ideas?

I'm using word 2002

You could use an AutoTextList field (see
http://word.mvps.org/FAQs/TblsFldsFms/AutoTextList.htm), but not in a
protected form, as the header and footer are not accessible in protected
documents.
