Can you change the language setting on XP?

I am buying a German computer with XP professional on. Is is possable to
change it to the english version??

If so how hard is it?

You would have to install an English version of the operating system..

No.

If so how hard is it?

Impossible.

You cannot upgrade or convert from one language version of the OS to
another, so you'll have to purchase and use the full version of WinXP
(in whatever language you want) to perform a clean installation.
