I have the admin account for my computer and i want to
give the limited account more privalages like the ability
to install programs but not be an administrator as they
find it frustrating that i am not always there to install
stuff for them

You may want to consider making them Administrators, then locking down their
user profile. See www.dougknox.com, Win XP Utilities, Windows XP Security
Console.

You can also use the "Computer management" facility that comes with WinXP to
create new accounts with different priviledges. This has to be done
manually though and no wizards are provided for that. But you have much more
options to explore in that way. If you used Windows NT or 2000, this should
not be a problem. To open the Computer Management Facility, right click on
the "My Computer" icon and click on "Manage". Then expand the tree for
"Local Users and Groups", open the users folder then double click on the
user that you want to change the priviledges for. You'll have a tab saying
"Member of". From there you can change the permissions for this user. Have
a look on the net for more details on how to use that utility.
