Can XPE localized for different languages?

Is it possible to install different MUI language packages for XPE and switch
UI languages like it can be done for XP?

Yes it can, but you will want to limit the number MUI packs that you put
into the configuration. The best practice to to limit to a max of 3 or 4.
Otherwise build time in Target Designer goes up and so does the time for
FBA.
