can Windows 2000 domain controller also share ICS

I configured a windows 2000 server as domain controller. It works with
clients,managing users by access to various folders. But Internet connection
sharing doesn't function in any one of the clients. Ping command to the isp
from client works. But users could not browse websites. I have already
checked allow other users to connect through this computer internet
connection. But still it doesn't work. I have DHCP enabled sometimes static
IP address. Nothing works. Two NIC I installed but when the system boots
there is error message and could not continue loading. Please find a solution
to do ICS also.

it is better to use NAT instead of ICS on a server.
