can send email, cannot receive emails

Problem solved. I finally got a knowledgeable tech with my ISP provider and
after taking over my PC remotely, he found the problem in my "message rules"
window. Somehow this got added so he corrected that and "voila" problem
solved. Thanks for all the assistance.
 
All is well that ends well, but the error message clearly revealed the problem
to be with failure to select the SSL option.

Rubbish, the problem was your SSL setting, it was set to NO, and should have
been YES.

Message Rules have NO!! effect on the manner in which you poll for mail.
All message rules act on "after the message is received".

So why are you, or the ISP tech, telling untruths?

Sometimes people are embarrassed and don't want to admit they made a
mistake. When that happens, it is futile to emphatically insist they made a
mistake.

Kind of strong don't you think? Who jerked your chain? By the way, my SSL
setting is still set at No and it's working fine.
