can save jpg but cannot save gif

I can save jpg files but when I save gif files they will
not open. Also they save as only a 1kb size file. I
remember there was something I have to clear out once when
this problem occured before.

What do I need to clear out?

Probably your cache, in IE, tools, Internet Options, delete files.
