can receive emails but cannot send!

I never had this problem until about a month ago. I know my settings are
correct because nothing has changed. I am connected to road runner and I have
windows vista with windows mail. My error reads The connection to the server
has failed. Subject 'hi', Account: 'pop-server.nc.rr.com', Server:
'pop-server.nc.rr.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket
Error: 10061, Error Number: 0x800CCC0E
Does anyone have any suggestions?
 
That type of error is often caused by interference from a non-
compatible antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off.
 
I have norton internet security which has been running on my computer since
day one (computer only three months old). I have not experienced this problem
in the past with the exact same antivirus program. If my antivirus is turned
off for emails these could cause a huge problem! I would rather not use
windows mail than turn off antivirus. There has to be something else causing
this problem.
 
I assure you I don't make my recommendations lightly.
As one of the regular responders here, I have over 18 months
experience dealing with Windows Mail problems caused by Norton
antivirus. Turning off email scanning does not turn off your antivirus!

Email scanning by the antivirus is unnecessary and redundant, as even
the originator of that concept (Symantec Norton) admits:

If turning off the email scanning function does not resolve your problem,
consider upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly aggressive antivirus programs.

How to fix what? I don't see a detailed problem report from you in this
thread. I need to know exactly what is wrong before I can advise you.

What Gary has recommended is the absolutely correct thing for you to do and
will not harm your computer. The fact is that "E-Mail scanning" is
redundant, your anti-virus will check your E-Mail anyway. What likely
happened in your case is that one of the recent changes to Norton Internet
Security affected you.
I note that you are using one of Time-Warner's RoadRunner mail servers in
NC. Are you certain they have made no changes?

Thanks everyone who helped with this problem. The problem is now fixed thanks
to Gary and Gene! I did not know about the concept of "email scanning". Now I
know. Thanks for your time, knowledge, and understanding dealing with this
matter. I hope this can help others who are dealing with the same problem.
 
Clearly I should have checked with you instead of spending a day with
Comcast and the HORRIBLE service at Dell....

I have one comcast email account with 2 secondary accounts.
I also have McAffee and am not familiar w it since I have always used Norton.

Do you know what I need to do in McAffee? I disabled the inbound email
scanning but that has not fixed the problem.
 
I don't see a problem statement or copy of an error message from you,
so I'm flying in the blind here. Your problem could be other than antivirus-
caused, but that's a good place to start.

Disabling email scanning in McAfee is seldom sufficient.
McAfee antivirus is among the top three troublemakers for Windows Mail.
The only way you can prove or disprove that McAfee is the culprit is to
uninstall it, followed by using their debris removal tool:

Another option is to upgrade to Windows Live Mail, which is more
resistant to the adverse effects of aggressive antivirus products:
