can receive but not send email in Outlook 2003

Running XP home w/ office 2003

Outlook was working but then stopped sending email. It just sits in the
outbox. There is no error message. When I go to the email itself, it just
says this message has not been sent. Send/receive dialogue box shows progress
and completed but no errors, but the message does not go.
Have checked/double checked pop settings
Have uninstalled/reintalled outlook 3x, deleting all found files relating to
outlook
Have unistalled Norton.
When setting up email accounts after reinstallations, test message is sent
and received, but regular messages will send but still nothing is received.
Mail wll send and receive in outlook express.

Any ideas or help will be appreciated.

Enable diagnostic logging to see if the problem is evinced.

Enabled the log. Here are results, although I don't see any indication of an
error, I also don't understnd everythiing in it. It appears to log in and
authorize, but then nothing is sent.

First, the log contained your mail address in clear text. In the future,
you should modify occurrences like that.

The log clearly shows that you had one message to transmit and that your
mail server accepted that mail. Here are the relevant entries:

The "250 ok" message is a clear indication from your SMTP server that it
accepted the mail. This proves beyond any doubt that the problem lies with
your SMTP provider and not Outlook.
