Can receive but can't send messages (error # 0x800CCC7D)

I've been having trouble trying to send e-mails through Outlook 2003. I am
able to receive e-mails, but when I attempt to send one I receive this error
message:

"Task 'xxxxxxx.email.xxx.xxx - Sending' reported error (0x800CCC7D) : 'Your
outgoing (SMTP) server does not support SSL-secured connections. If
SSL-secured connections have worked in the past, contact your server
administrator or Internet service provider (ISP).' "

I have gone through all of the account options and have set the parameters
according to what my e-mail server recommends; however, I am still unable to
send e-mails. I am currently connected through a home wireless network, and
my roommate who also uses Outlook 2003 and the same e-mail server has been
able to send e-mails without any hassle. I've wracked my brain all afternoon
about this and haven't been able to come up with a way to remedy the
situation. Any help would be greatly appreciated. Thanks!

Have you verified you're not trying to establish an SSL connection, like the
error says? Click Tools>E-mail Accounts>Next. Select your account and
click Change, then More Settings. Select the Advanced tab and uncheck "This
server requires an encrypted connection (SSL)".
 
I'm having the same problem. I do want to make a SSL connection. My ISP has
confirmed this. It is not a problem with my antivirus software; it still
happens when my antivirus/firewall software is turned off. Is there anything
that can be done? I'm using Outlook 2002.

Either they're lying to you or you're not specifying the correct server
because the server to which you're trying to connect is telling Outlook it
doesn't support SSL connections. Look at the error you received:
