Can receive, but can't reply or send in Outlook Express

Last night (1/11) I was replying to and e-mail (safe) and my computer shut
down. When I re-booted and went back into Outlook Express an error read:
Address book did not load properly - cannot find address book, re-install
Outlook Express. Another error reads:
an error occured, cannot open this message?
What do I do, How do I re-install Outlook Express. I did a system restore,
but did not work.

Thank You, but how do I get to the "IsInstalled" value to modifly it to
re-install install Outlook Express? I tried following directions the best I
could, but nothing I found matched what I needed. Thanks again, JR92.
