can receive but cannot send

I get the following error message: "The connection to the server has failed.
Account: 'Tim Jordan', Server: 'stu1.cs.upei.ca', Protocol: POP3, Port: 995,
Secure(SSL): Yes, Socket Error: 10060, Error Number: 0x800CCC0E"

it taps from my home server to another server, but i don't know if that
would cause the mishap. if so how would i identify what port number to use?
any help would be appreciated.

Are you sure you are using the port settings specified by UPEI?
I found some info here: http://www.upei.ca/~access/quickref.html
but it doesn't go into much detail.
