Can Outlook move an email to a folder after it has been read autom

I would like to have outlook 2003 move all emails to a "read mail" folder
after it has been read so that only unread mail would remain in the inbox?

Rules execute on *new* mails, those just received. As they come in,
the rules get exercised against them. You can't automatically run a
rule after the mail has already been received. You will need to
manually run your rules after you've gone through reading the ones you
want.
 
Automatically moving e-mails after reading is not recommended generally.

The reason is that e-mails can get marked as read after you have viewed them
in the reading pane (though this can be turned off).

This makes it extremelly easy to accidentally miss and e-mail because it
gets filed before you have finished with it.

This gives you much better control over moving e-mails.
