Can Only Send 4 Emails From Outlook in 24 Hours Then No More Why??

In Outlook I can only send four Emails after that receive the following
message:

552 5.3.4 Requested action aborted; You've reached the limit for how many
messages you can send in 24 hours. Please save your message and send it later.

Have used Outlook for years and never encountered this Email limitation before

That sounds like something to do with your ISP, not Outlook.
 
That response is from your ISP's mail server (or whatever server you're
using for outbound mail, which is usually your ISP). Contact whoever runs
the server listed as your outgoing mail (SMTP) server. They apparently
limit you to 4 messages per 24 hours (which--while I'm sure cuts down on the
spam originating from their network--is really, really low).

have this limitation only Outlook?

Gmail, Yahoo and Live are all sending mail from their websites. Outlook is
using SMTP and sending mail using a particular mail server, which is what is
giving you this error. The error is not from Outlook, it's the response
that Outlook is getting from your SMTP server.

Probably Suddenlink. Gmail, Yahoo!, and Live do not, from my experience.
OTOH, I don't have Suddenlink.
 
And how many recipients do you have for each of those 4 emails?

You have exceeded the amount of recipients you are allowed to send to daily by your
ISP.(Single and including Bcc Field)

This is done to control Spam which you are probably doing because you also posted
and stated a few other carriers that you also use. (Have Suddenlink DSL and use
Gmail, Yahoo and Live )

Peter Foldes raised a good point. For purposes of rate limiting, service
providers who establish rate limits don't count the number of email messages
toward that rate, but the number of SMTP RCPTs. Thus 4 email messages to 25
people each is the same as 100 email messages to one person each.
