can only access workgroup--nothing else

I have a W2K machine that is having trouble accessing the network. It
has worked for years prior to this problem and we are at a loss to
explain its problem.

The symptoms are that it can ping and view through Network Neighborhood
all machines on its workgroup, but cannot get past that point. Web
access is disabled. NSLookup of any machine beyond its own ARP table is
no good. I can ping the default gateway, DNS server, and WINS server IP
addresses successfully. However no web browser will work either through
a URL or IP address. We do not log into a domain.

The network people say they are not blocking any ports and the machine
is registered correctly. I have reset all IP configuration data and
compared it to other good machines. I have changed out the NIC and even
changed the hostname/IP to a known good one. All attempts to access
network have failed except for within workgroup. Any help appreciated.

It sounds like a firewall is installed on the machine or some other form of IP filtering. Try booting into safe mode with networking
and test.

Thank you for your reply. I can tell you there is no software firewall
installed on the machine. There is a minimal of applications installed.
I did boot into Safe Mode with networking and the result is the same.

I find it unusual that Network Neighborhood works and I can view my own
workgroup and now noticed I can view all the other workgroups and the
computers within those groups. However web access or pinging of other
machines except for those within my workgroup is unavailable. What
factors enable workgroup use and what factors enable outside workgroup
use?

It appears to me this is a TCP/IP problem, but I have uninstalled and
reinstalled that software. Is there anything else I can do short of
reformatting?
