Sure. When you install Windows XP, it creates a boot disk. It's the
one that you boot from to start Windows XP. Maybe you meant something
else? You were too vague.

a System Repair boot disk Like Win 32 98SE has.....
though you can startup from the CD and do a chkdsk /F

There's normally no need for an ERD (Emergency Rescue Disk) with
WinXP. The WinXP installation CD is bootable, and provides access to
the Recovery Console.
Not at all necessary since the Windows XP CD has all the necessary
tools for installation and repair.
This may not apply to OEM since some OEMs have determined their users
do not need all these valuable tools.
I never touched a floppy to install Windows XP.
My installation did not offer to make it, perhaps you are thinking of
Windows 98/ME?
