Can not use network with new routers

we have been experiencing intermittent network connection with our cable
router through a Belkin router. The cable company thinks it could be router
problem so I have replaced the router with two different Linksys routers, a
SD2008 and a Ezxs55w. v2 Both act the same way on two different computers
running Windows Xp. The network icon "grows" an information box that says
"limited network connectivity you may not be able to access the internet".
When I look at the network connections the LAN has an exclamation point and
the status says no IP address, clicking repair does not work. Occasionally
one or the other will "decide" everything is OK and get an IP address. Both
of them use Norton Internet Security one also uses Zone Alarm pro but turning
off Norton and or Zone Alarm never helps. Both of them have Windows Firewall
off because I am using Norton. Any Idea what could cause this?

Neither the SD2008 nor the EZXS55W is a router. They are both switches.
Thus basically all your computers are directly connected to the cable
modem. Unless the "cable router" is really a full router this probably
won't work. Only a single computer will be able to connect to the
internet as most ISPs only assign a single IP address to one line.
