Can not start computer

I can not open my compter to anything. It keeps rebooting itself over and over and over. The screen states the following.

We apologize for the inconvenience, but wiondos did not start successfully. A recent hardware or software change might hazve caused this. I have tried opening it from CD, Safe Mode, Last known configuration and normally each time it reboots. Please let me know if this is a virus problem or how I can fix the problem.
