can not set up connection

I have a US Robotics sportster 56K external modem
install on a Windows 98 system. using com1 and IE 6.
When I try to set up a connetion using the setup wizard,
It will setup the modem again and never add a connection?
I have tested the modem diads and they seem to work.
Why can't I write out a connection?
