Can not send or receive emails

I try to send and receive and I get the following error message:
I am trying to change my DSL carrier from wowway to AT&T. I have followed
the directions given from AT&T.
new server info:
pop.att.yahoo.com
smtp.att.yahoo.com
POP3: 995
SMTP: 465
I have read some of the suggestions people have posted and none seem to help.

When you have problems with those servers, you often need to log in
using webmail instead of Windows Mail, and clean out at least some of the
messages you find there.

You forgot to enable the SSL option, which is required by AT&T.

Go to Tools, Accounts, select that mail account, Properties, Advanced.
Enable SSL for both the incoming (POP3) and outgoing (SMTP) servers.
