Can not send emails

I have set up microsoft mail and have been receiving email just great but
everytime I go to send an email I get an error message:

Subject 'schedule',Account: 'pop.charter.net',Server:
'smtp.charter.net',Protocol: SMTP, Server Response: '571 imp09 charter.net
You must connect from IP space. E110', Port:25, Secure (SSL): No, Server
Error: 571, Error Number: 0x800CCC61.

I have double checked my email provider info and everything is correct.
What am I doing wrong?
