Can not send emails

I have set up microsoft mail and have been receiving email just great but
everytime I go to send an email I get an error message:

Subject 'schedule',Account: 'pop.charter.net',Server:
'smtp.charter.net',Protocol: SMTP, Server Response: '571 imp09 charter.net
You must connect from IP space. E110', Port:25, Secure (SSL): No, Server
Error: 571, Error Number: 0x800CCC61.

I have double checked my email provider info and everything is correct.
What am I doing wrong?

Your computer probably isn't connected to Charter's network. Is it?
You probably need to use the SMTP server of the network you are connected
to, or use Charter's webmail.
