I have gotten a new Dell computer and installed my hp psc 1315v all-in-one.
Well I can print fine but I get an error that says "an error occurred
communicating with the scanning device. Please ensure that the scanning device
is connected properly and try again". I have done almost everything from
putting a new usb cable to re-installing a new driver from hp wep site and it
still says the same thing. Please help!!!

I don't know exactly how you did what-- in terms of
uninstalling/reinstalling.
First, some hardware and drivers have problems with XP-SP-2 due to changes
that were made to the USB system software.
Next, some HP models have problems with hardware reset. My scanner takes a
hissy fit occasionally, and I end up unplugging the power cable momentarily
to force a reset.
Also, windows built in support for sanners, cameras, and fax can fight with
the HP software. This does occur from time to time on my system, since there
are four possible drivers and fax scan packages that can cause conflicts.
(unplug power and reconnect when switching drivers/apps in my case)

When I attempt a reinstall of HP scanner software--
I usually end up also reinstalling the USB controller and port drivers. This
seems to break software "links" in the registry that were causing some of
the problems leading to the reinstall. Some of the older HP scanner software
required as many as three reinstalls (one over the other) to get everything
to work.
Third party scanner software often uses the HP scanner drivers, so the third
party software may have the same or similar problems encountered when using
the HP software.

Scanner/printer/fax machines usually behave sort of as three different
devices in the same case from a driver standpoint.
Traditionally, the non printer functions have had mfr support discontinued
long before the printer support is dropped.
I hope this policy changes with the newer models.
