can not save user profile settings?

when i shutdown windows xp and restart i receieve a message stating:

user environment: windows can not load locally stored profile. due to either
insufficient security rights or a corupt local file.

any ideas?

Create a new user and logon. Logoff all users and logon as the
Administrator. Copy the old user profile to the new profile and see if
the problem persists here. If no, delete the old user and use the new
one in the future.
