can not run Task Manager

I can run task manager nor msconfig. I can run them in
safe mode. I already checked for virus, NO virus

Have you updated your Anti-Virus software definitions? This symptom is caused by Viruses. It is advisable to run a full system scan. Be sure you update the anti-virus software definitions.
