Can not restore Task Bar and Shortcut icons on windows xp

I have tried many thins to resolve this problem. I have scaned my computer
with several types of Spyware/virus programs. I put the computer in safe mode
and scanned again, then restarted the system and scanned again. I have tried
to do a restore twice and still I can not get the task bar or the shortcut
icons to restore. I have to hit Cltr+Alt+Del in order to get into the Windows
Task Manager. I have gone to an XP Troubleshoot site, were they have paths to
repair and restore parts or functions for windows
(WWW.kellys-korner.xp.com/xp-tweaks.htm) and still no luck. What else can I
do? Please help as this has been going on for almost 5 days and no one has
been able to reslove this issue.
 
I have the same problem...the "open windows" no longer display when I
minimize. They look like they are on a second taskbar hidden behind the
primary toolbar. I've killed two hours trying to restore. Thanks for any
help!
