Can not receive or send e-mail

I keep getting this error message.

The connection to the server has failed. Account: 'pop.east.cox.net',
Server: 'spop.east.cox.net', Protocol: POP3, Port: 110, Secure(SSL): No,
Socket Error: 10060, Error Number: 0x800CCC0E

I've tried everything from deleting and reinstalling my mail account to
calling my ISP.

The server name is incorrect.
Change the incoming (POP3) server from spop.east.cox.net to pop.east.cox.net.
