Can not reboot TS from a Remote Desktop

Does this happen with only certain accounts?

Yes, I log in as administrator so that account has full rights, BAsically Im trying to Bounce the a Server remotely. AFter I hit the restart button the desktop disappears and all I See is a blank desktop.
