can not open user accounts

I have been trying to get into user accounts to change a password and have not been able to open the user accounts. when i click on it nothing happens or right clicking to open same thing.I'ts the same for all accounts. please reply if you know how to fix thanks
 
You can open user accounts by going to start, run then typing in control userpasswords2. select the user account and click set password.
