Can not open links in Email

I have a computer that will not open links found in emails
unless Internet Explorer is already open. If you try to
open a link that you find in an email the Internet
Explorer Window will open and you get the error that it
can not find this web page. If you have an I.E. window
open already that web page is then replaced by the site
that the email link points to.
