Can not open Control Panel

When I try to open Control Panel, I get this message.

Can someone help me fix it?

Control Panel may be opened by / Start / Run / CONTROL
(Other CLI commands are listed at
http://hintslibrary.blogspot.com/2011/01/some-useful-windows-commands.html )

If this does not work, you may need to recopy from source
C:\WINDOWS\SYSTEM32\CONTROL.EXE
and if this fails you may need to reinstal the OS.
