Can Not Move Icons Around

I cannot move Icons around on the desktop, I used to be alble to do this.
This started happening after I started experiencing this Problem:
1) When I turn on the computer Color Quality reverts to 8 bits.
2) I then have to readjust Color Quality to my choice, either 16 bits or
32 bits.
3) When I shut the computer down, either by restart or turn off the Color
Quality swithes back to 8 bits......and I have to reset it again.
Could these two problems be related............?? Any info helpful

Reinstall the graphics card drivers. Also look at the manufacturer's
support pages for updated driver downloads.
