Can not get Rules to apply to Junk E-mail Folder

I have 2 rules at the moment in my Outlook 2003 sp1, on XP Pro sp2.

Rule 1 - Specific word "SpecialRewards", action move to "Deleted Items" Folder

Rule 2 - From "Build-A-Bear Workshop", action move to "Inbox" Folder.

These rules will not apply to the Junk E-mail folder unless I am in the
folder and say run the rules?

Both rules should execute when mail arrives? Why will it not work?

What type of email account do you have setup? I.e. if you have a Hotmail
account established, Hotmail could be putting the email in the Junk Mail
before Outlook has a chance to do anything with it.

Rules only run in the In-Box as mail arrives. Hotmail cannot use rules.
What the OP reported is expected behavior.

If you add a "Stop Processing More Rules" to the end of each, does it work?

Rules run only on the Inbox and for Outlook 2003, the Junk E-mail filter
preceeds the running of rules, so it's to be expected that if Outlook moved
a messages to the Junk E-mail folder, that a rule trying to delete it
doesn't see it.
Rule 2 - From "Build-A-Bear Workshop", action move to "Inbox" Folder.

Something about the message is causing it to be flagged as junk. Add the
sender address to your Safe Senders list and the junk mail filter should
ignore it, thus leaving it in your Inbox.

Not than I'm aware. Prior to Office 2003 SP2, I believe, rules did preceed
the junk mail filter but so many people complained about getting junk mail
sorted into their other folders, Microsoft changed it. They seem averse to
taking the approach that they should supply an option so the end user can
choose which they prefer.
